What this document is
This is the technical support volume for Project Loch. It contains appendices and inventories that accompany the main permit application.
Why it matters
This is the file that gives much of the environmental and impact detail behind the application. It is especially important for wetland and stream inventory, proposed impact quantities, and supporting ecological documentation.
What the document says
The appendix structure includes aquatic-resource inventory and impact inventory material. In the extracted impact text, the proposal describes unavoidable impacts of about 3.61 acres of palustrine forested wetlands, 0.44 acres of palustrine emergent wetlands, 2,825 linear feet of intermittent stream, and 220 linear feet of ephemeral stream channel. It also includes supporting maps and technical appendices relevant to those proposed impacts.
How to use it
This volume is most useful when paired with later agency correspondence. It shows what the applicant initially documented; the DEQ request letters then show what regulators still believed needed to be explained, justified, or revised.
What it does not establish
The impact quantities and mitigation-related descriptions here are applicant-submitted information, not final agency findings. Later 2026 correspondence suggests the compensatory mitigation approach evolved after this initial package.
