What this document is
This is a Chesterfield County fixed tax rate agreement draft or execution-version text involving Aeris Investments LLC. In the recitals, it describes Aeris as evaluating acquisition of approximately 342 acres in Chesterfield County for a large-scale project consisting of one or more data centers and related electrical, cooling, telecommunications, and support infrastructure.
Why it matters
This is one of the clearest county-side records showing what Project Loch (Aeris) was at a business and land-use level before later county statements publicly identified Aeris as Google. It also shows Chesterfield treating the project as significant enough to support through a fixed tax arrangement for certain business tangible personal property.
What the document says
The agreement frames the project as a data center campus proposal, identifies the approximate acreage, and describes the categories of facilities that could be built. It also states that the county found development of the project to be in the public interest and was prepared to support it through favorable ad valorem tax treatment for covered equipment.
What it does and does not establish
This document establishes that Chesterfield and Aeris were documenting a proposed data center project on the identified property. It does not by itself establish that all later permitting, mitigation, or construction details were final, and it does not itself identify Aeris as Google. That identity link appears later in the August 27, 2025 Board minutes.
